"Wright's own interests as well as those of the School. It is an "alternative to the existing system which has proved unsatisfac- "tory". The Governing Body is then, as far as possible, to support the Head Master's expression of opinion on changes, that appear to him actually prejudicial. On the contrary, however, by the appoint- ment of the Inspector of Schools to a seat on the Governing Body, it is the Education Department and not Queen's College that ob- taias support from the institution of the Governing Body; and the original intention of the Secretary of State is entirely subverted. The recently appointed Inspector of Schools, as Honorary Secretary to the Governing Body treats all the correspondence connected therewith as matter concerning the Education Department; stamps all his letters accordingly and unnecessarily forwards to the Colonial Secretary's Office matters which are still sub-judice before the Governing Body.)
4. (Regulation 6.):- Three shall form a quorum but a full conclave of the Governing Body shall be required for the Consideration of any matters of serious import, affecting Queen's College. (Otherwise the views of a small sub-committee of two can be carried by those two, at a meeting of three without neces- sarily representing the opinion of the Governing Body.)
5.4 (Regulation 7.):- Any Resolution of the Governing Body may be rescinded or varied at a subsequent meeting; but until such definite action has taken place no Resolution once adopted shall be ignored. All decisions of the Governing Body shall be conveyed to the Head Master in the form of distinct Resolutions. (On the 28th. October, 1896, the Governing Body passed a Resolution approving the following important points:- (1). Specimens of bad errors not to be published in Report. (2). Examiners not to be at liberty to communicate to the newspapers any information in connection with, the examinations. (3). Class Masters to be present at all Oral Examina- tions. (4). Class Masters, at least in Lower and Preparatory Schools to give dictation to their own classes, under the direction of the Examiners. (5). Promotions in the College to be left to the dis- cretion of the Head Master.
